In order for it to make sense to port the game to phones, it needs to be "launched" on as many models as possible. Once this fails, developers lose potential players as a result, and their appetite for porting logically decreases.

It would require a lot of financial and human resources to run the game on a reasonable number of mobile devices. Additionally, GTA 6 is in active development and it is also important for Rockstar to support and release DLC for GTA Online.

As a result, it can be said that, taking into account the mentioned circumstances, the idea of ​​porting the game is unlikely to meet with a positive response from publishers, while legitimate concerns about overshadowing potential profits by high costs of implementation play a role here.
