This is a SW function in iOS 6, not anything hardware in the iPad Mini.

I'm just trying it on my iPad3. safari. I grab my thumb a little bit from the edge and the page can be scrolled. It doesn't recognize any unwanted grab! Otherwise it wouldn't react at all. I see that everyone is the smartest here again.
