Disable background updates
Among other things, background updates, which are not necessary for some applications, can affect data consumption on your iPhone. To disable background updates run on iPhone Settings -> General -> Background Updates and disable updates for selected apps.

Offline maps
Another way to save mobile data, especially in the field, is to download offline maps. Native already offers this option Apple Maps. Run it Apple Maps and tap your profile icon. Tap Offline maps -> Download new map, select the desired area and download the map to your device.
Everything is off, yet from iOS 17 iPhone consumes data without my knowledge. Specifically: Mobile data - System services - Software updates. And not a little. Does anyone have any advice on how to prevent this? iOS 16 didn't do it. Thanks

It happened to me before too iOS 16 probably since summer. In 5 min. even 400 MB. I had everything set according to the article.
Last month I was in the settings App Store turned off App Downloads and App Updates. Only 35 MB in the last month. But you have to manually enable app updates. It's not an ideal solution.
Good crap, this is a matter of principle. Your solution is: put up with it and buy more. That's why I left android, I did what I wanted. ☹️
