Solved. Although I moved the phone out of range of the watch, it was still paired via Wifi, so the watch still worked with the mobile. It was enough to disconnect from Wifi and everything works :D

If someone in the Watch app has an inactive item for mobile data settings with a message saying "your account is not eligible to activate mobile data on Apple Watch". Try to check in self-service that you have VoLTE enabled. In my case it was inactive and (for a while) after activation it solved the problem.
