The eDokladovka application, which will allow you to have your personal documents stored on your mobile phone, should be available at the end of this year, at the latest at the beginning of next year, said Deputy Prime Minister for Digitization Ivan Bartoš. If this actually happens, the Czech Republic will be about a year ahead of the eIDAS 2.0 regulation, which was approved by the European Union and which mandates that member states allow their citizens to use the digital form of documents from 2025. Unfortunately, as is usual, the EU has ordered something, but the form can be chosen by individual states. However, if the application complies with the eIDAS 2.0 regulation, then it should not be a problem to use it throughout the EU.

However, in order not to get ahead of ourselves, let's take a look at what kind of solution the Czech Republic is preparing in the form of the eDokladovka application, which is being helped to develop by the state printer of valuables, which issues documents for citizens. In the first phase, which should take place at the end of this year, citizens of the Czech Republic will have the opportunity to upload their identity card and driver's license to the application, with the fact that later the application should also enable communication with authorities and companies throughout the EU. The eDocument complies with the eIDAS 2.0 regulation and should therefore really work throughout the EU. As a result, documents in your mobile phone should serve you in the eDokladovka application just as well in the Czech Republic as, for example, in Italy or Austria.

It should gradually be possible to upload all documents issued by STC (state printer of valuables or other authorized entities) to eDokladovka. The valuables printer itself states that it is important to note that eDokladovka will not replace physical documents in the form of plastic or other cards. These will still be issued, but if the citizen wishes, he will also have the option to upload this document to the eDokladovka application, where it will serve as a digital version of the physical document (not a copy). The documents stored in the eDokladovka will then be able to be checked using one control application, which will be equipped with the control authorities. The control application communicates with Edokladovka using the Bluetooth interface and securely checks the integrity and authenticity of the data. "The document verification will work even in the offline mode of the mobile device. The user, the citizen, can check what data he provides for inspection. The document read from the eDokladovka application is displayed to the control authority in the control application, which also enables, for example, further online lustration of the document in the registers," states the State Printing Office of Valuables.
The eDokladovka application is directly dependent on the amendment to the Act on the right to digital services, which was approved by the Senate in mid-December last year and subsequently signed by the President of the Czech Republic. The agenda regarding this law should start functioning in March or April this year, as Bartoš states, with the fact that the eDokladovka application will be available at the end of this year, at the latest at the beginning of next year.

What eDokladovka offers

  • The application will be available for practically all current phones (Android and iOS),
  • data exchange will take place first by scanning a QR code and then using bluetooth transmission,
  • document verification will also work in offline mode,
  • the user can verify what data he provides for review,
  • the security of data storage and the method of data exchange between the application of the holder and the verifier is based on the globally recognized, interoperable standard ISO 18013/5,
  • the application has active protection against reverse engineering and also counts on the protection of users against hacker attacks.
