The seventh developer beta iOS 12 was really poor in terms of quality and so it was Apple forced to withdraw it. Developer betas can be downloaded by all users who have a developer profile loaded on their devices and ideally have paid the developer fee. If this is the case, the update will appear in the usual place in the Software Updates tab.
