The new dot retains the same properties as the banner that was found on applications in the system iOS 7 and therefore both symbols are blue. In order to recognize the application, Apple deliberately offered a sharp shade that can be distinguished even against the galactic background found in the first beta version iOS 7. This symbol will also symbolize applications that have been updated automatically without your knowledge, thanks to one of the new features that Apple to the seventh iOS implemented. At the moment, it is not certain whether this change will be in the final version of the system, or whether it is only part of the beta.

And I was wondering what those dots were :-) I have the impression that this marking is new in Beta 2. I didn't notice it in the first one.
