I think your reasoning is wrong Apple is trying to double the performance of the CPU, and increasing the frequency does not ensure that, moreover, more frequency = more heating, you should significantly increase the performance, because even doubling the frequency would not double your performance, the increase of 400MHz, as you write here, would give the performance maybe 20-30 % which is funny, by adding cores you get a bigger increase in performance. I would estimate it to be 3-4 cores and possibly a frequency reduction.
